Howard County Government wanted to consolidate their government functions into a new County Government Campus. After programming all the government functions, Arris prepared several Stacking and Blocking options. Universal planning methods were implemented on the office floors in order to achieve maximum flexibility. A complete design was implemented through Construction Documents before the project was cancelled.
